§ Mr. CHURCHILLThe Regulations under which commissions in the Regular Army may be obtained by university candidates are still in abeyance. The 2892 matter is receiving the consideration of the Army Council. The factors which affect the question are the length of the courses and the nature of the degrees taken by the university candidate.
