asked the President of the Local Government Board if he will give consideration to the question of instructing the various county and rural district councils in the country to make use of the persons who are now receiving unemployment benefits by carrying out various schemes of highway improvements in their respective localities, the country thereby getting some return for the amount of money disbursed to the unemployed?

I have for some time past been pressing local authorities to put in hand necessary works, not only on roads but of every other character, which would tend to reduce unemployment, and the response of the authorities has shown that they are generally fully alive to the importance of taking this course. There are no doubt difficulties as regards materials and otherwise both in respect of roads and other works, and it must be recognised that many of the persons who are now receiving unemployment benefit are not suited for work on the roads.
