asked the Prime Minister if the plan suggested to the War Cabinet some time ago, and endorsed by the Board of Trade and the Foreign Office, of a special levy upon enemy tonnage entering allied ports or coaling stations as a means of collecting sums due to the Allied Powers has been included in the methods of collection considered by the Peace Conference?

All possible means of obtaining money are, I believe, being considered, but if the German ships are taken no revenue in the immediate future would be available from this source.
