asked the Postmaster-General whether, in view of the fact that a deposit of £1 is required from subscribers to the telephone service, he will give directions that such subscribers shall not be pressed for payment of amounts less than £1?

Monthly accounts of telephone fees actually incurred are rendered, but it is not the practice to press for payment when the deposit in hand is deemed sufficient to cover a further month's fees.
