(by Private Notice) asked the Secretary of State for War whether he has come to any decision yet as to making a distinction in the 1914 and 1915 ribbon?

Mr. CHURCHILL

Yes, Sir; a decision has been reached that it should be a silver rosette similar to that which marks the repeated D.S.O. on the 1915 ribbon for the 1914 men of the original Army. I have submitted to a Committee a study of the Regulations which shall secure that this rosette is only to be given to those people who in 1914 really took part in the fighting, and not distributed to large masses of people who never went beyond Havre.

May I ask whether it is proposed to give a free issue of this new ribbon with the rosette upon it?

Mr. CHURCHILL

Yes, Sir; we intend in the first instance to make a free issue not only to serving but to discharged soldiers, and that issue will be governed by the same roles as the ribbon.
