Mr. CHAMBERLAINAs a result of the conference on 8th April a Provisional National Joint Committee composed of Departmental representatives and representatives of the staff associations, has been set up to consider a Whitley scheme for the administration Departments of the Civil Service. As I had the pleasure of presiding over the meeting, perhaps I may say that I think from the spirit which prevailed there will be a satisfactory and profitable solution of our difficulty.
