asked whether any decision has been come to regarding the establishment of joint industrial councils on the lines of the Whitley Report in the case of Government Departments and their employés as a result of the conference at Westminster on 8th April?

Mr. CHAMBERLAIN

As a result of the conference on 8th April a Provisional National Joint Committee composed of Departmental representatives and representatives of the staff associations, has been set up to consider a Whitley scheme for the administration Departments of the Civil Service. As I had the pleasure of presiding over the meeting, perhaps I may say that I think from the spirit which prevailed there will be a satisfactory and profitable solution of our difficulty.
