asked the President of the Board of Education if he will take into consideration the heavy burden of the education rate in poor thickly-populated districts with the object of devising some scheme by which the cost of elementary education can be more equitably borne by the community as a whole?

Mr. FISHER

The Regulations for Grants for elementry education recently issued make considerable provision for lightening (proportionately) the burden borne by the poorer and more thickly-populated districts. The problem is one of great difficulty, and if the hon. Member can make any contribution to its solution or the removal of any features which can properly be described as inequitable, I shall be grateful to him.
