asked the Home Secretary whether it is proposed to reorganize the Factory Department, and whether it is his intention to make Wales a self-contained district?

Mr. SHORTT

Certain proposals for reorganising the factory staff are under consideration, but it is not suggested that Wales should be formed into a separate area. This suggestion was carefully reviewed in 1913, but it was found that the number of factories and workshops in Wales would not justify its organisation as a separate area, and I am advised that there has been no material change in the position.
