99. Captain COOTE

asked the Secretary of State for War whether he will extend the payment of gratuity upon acting rank to adjutants who have held the rank of captain without captain's but with adjutant's pay for a period of over six months?

Mr. FORSTER

No, Sir. As stated in paragraph 4 of Army Order II. of the 11th March, 1919, paid acting rank only is taken into account.

Captain COOTE

Is the right hon. Gentleman aware that there are many officers in this position who have been senior captains in their battalions for a year?

Mr. FORSTER

If they were drawing captain's pay while they were only appointed as acting captains they would get the gratuity, but if they were not drawing captain's pay they would not.

Is it not only fair that the men should receive the pay of the rank they held in performing the duties?

Mr. FORSTER

All that was taken into account by the military authorities when rank without pay was given to the adjutant.
