asked the Secretary of State for Foreign Affairs what procedure will be necessary after the new Trading with the Enemy Regulation has been drafted in China before the leases of the buildings now occupied by the German consulate, bank, post office, and trading firms in the British Concession on the Shameen will be terminated; and what period of time it is estimated will be required before the Germans will be turned out of the British Concessions in China?

I have now received and approved a summary of the draft Regulations, and have instructed His Majesty's Minister at Pekin to issue them as "urgent" under the China Order in Council. When this has been done the procedure will be for orders to be made by His Majesty's Minister vesting the properties in question in the Custodian of Enemy Property in China. It is impossible for me to say how much time this will require, but I am giving instructions that there must be no avoidable delay.
