asked the Secretary of State for Foreign Affairs whether he has seen the letter, dated 4th September, 1918, addressed by Monsieur René Marchand, French Attaché to President Poincaré; whether he is aware that this letter has been published in Russia, Germany, and England, and that it alleges the Allies to have been led by their mistakes in Russia to fighting Bolshevism instead of fighting Germany; and whether he has information confirming M. Marchand's statement that the present Soviet Government grows stronger the more it is attacked by the foreign foe?
