HALLasked the Under-Secretary of State for War whether any steps have been taken to provide a special decoration for those who joined the Regular Army or the Territorial Force after the outbreak of hostilities and before the 1st January, 1915; and, if not, whether it is the intention of the Government to provide these men with any special distinction?
