§ Mr. MACPHERSONGenerally speaking, ex-warrant officers and ex-non-commissioned officers on re-enlistment are given the substantive rank which they held at the time of their discharge from the Army. There are, however, certain exceptions, which are explained fully in the instructions which have been issued on the subject, and of which I am sending copies to my hon. and gallant Friend.
