Colonel WEIGALLasked the President of the Local Government Board whether, in the terms of the Board's Circular of 18th March last in reference to the housing of the working classes, the words the produce of a rate of a 1d. in the £ are intended to mean that, with a rateable value of £240,000, the total deficit on a scheme should not exceed £4,000, 25 per cent. of that sum being £1,000, the produce of a rate of 1d. in the 1291 £, or whether the words are intended to mean that the total deficit must not exceed a sum the interest on which alone in perpetuity must not exceed the produce of a rate of 1d. in the £?
Mr. WALSHThe Local Government Board's Circular of the 18th March last does not limit the total amount of the deficit in the way suggested in the question. The Board reserves a discretionary power to increase the Grant beyond the 75 per cent. of the deficit subject to the condition that the amount of the deficit borne by the local authority shall not fall below the produce of a rate of 1d. in the £.
