Mr. STEWARTasked whether Richard Starcke, an unnaturalised German in Togoland, has been taken over by the British Government in the Public Works Department; and, if so, whether, in addition, he is permitted to undertake private work as a builder and contractor in any part of the British zone and has full permission to travel there as he may think fit?
§ Mr. HEWINSI have not yet received the Report on this matter which I asked the Governor to furnish in July. It is possible that the Report was lost at sea, but I will inquire.
