§ Mr. MONTAGUI explained last week in the House that the delay appears to have arisen from the fact that the copies of the Report for dispatch to the Houses of Parliament were given to the proper official, but, through a misunderstanding, he did not catch the ship on which they were supposed to go.
§ Colonel YATEIs it not urgently necessary that the recommendations of the Rowlatt Report should be given effect to immediately by legislation without any delay?
§ Mr. MONTAGUClearly my hon. and gallant Friend will see that the very important recommendations of the Rowlatt Committee must receive careful consideration. It is for the Government of India to make recommendations to me, and not for me to make recommendations to them.
