§ Lord R. CECILThe last six Provinces remaining open to the introduction of Indian opium under the 1911 agreement were examined in August, 1917, and reported free from opium cultivation. The 1911 agreement terminated on 31st December, 1917. His Majesty's Government have received no official information of any increase in the local production of opium in China since the termination of that agreement and the cessation of the Indian import.
