§ Mr. BONAR LAWThis matter has been put in the hands of the Inter-Allied Food Council, who are taking immediate steps on the subject and hope to be able to provide for the pressing necessities of the populations concerned. If, however, there should be a disturbance of public order in any country, Allied assistance would be necessarily delayed and perhaps prevented.
