1. Mr. KING

asked the Secretary of State for Foreign Affairs on what date Mr. Lockhart returned from Russia; whether he has yet presented his Report; if so, can its main purport be stated; if he has not yet reported, what reason can be given for this delay; and whether he will be asked to expedite it?

The SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Balfour)

Mr. Lockhart reached this country on 19th October, and has submitted a Report, which is now under consideration by His Majesty's Government. The answer to the third part of the question is in the negative, and the rest does not arise.

Is it proposed to issue through the Press Bureau or otherwise any of the contents or results of Mr. Lockhart's Report?

So far I have not come to any decision on that point. It is possible I may publish something.
