12. Colonel YATE

asked the Under-Secretary for War if he can now state what decision has been arrived at by the Army Council regarding the promotion of officers of the General Reserve of the rank of lieutenant-colonel who have hitherto been refused promotion in spite of the provisions of the Royal Warrant and the Army Council Instructions under which they are eligible for it?

Mr. MACPHERSON

I stated the decision in this matter in reply to a question by my hon. and gallant Friend on the 22nd October. The regulations governing the selection of lieutenant-colonels for promotion to full colonel are not applicable to officers on the reserve of officers, but such officers are eligible for brevet promotion to colonel.

Where is it stated that these lieutenant-colonels are not eligible for promotion to colonel?

I cannot recollect at present, but I will find out and inform my hon. and gallant Friend.
