§ Mr. BONAR LAWThe answer to the first part of the question is in the affirmative. I am advised that legislation is required, but it will not be possible to introduce a Bill during this Session, nor is it necessary to do so.
§ Mr. HOLTIf the right hon. Gentleman does not introduce a Bill during this Session, what will be the position at the very beginning of next Session when Writs will be issued for by-elections?
§ Mr. BONAR LAWThis is a legal question, and I am advised that it is not necessary that the Bill should be passed now.
