asked the Under-Secretary of State for War whether he is aware that the question of wages and overtime conditions has been brought to a position of agreement between the messengers and the authorities at the Horse Guards and that the whole matter has been in a state of suspense since December, 1917; and whether he will make inquiry into the matter and thus allay the present condition of affairs?

A number of messengers other than those at the Horse Guards are concerned. The investigation of the matter has necessarily taken some time, but I hope a decision will soon be arrived at.
