asked the Under-Secretary of State to the Air Ministry if he will consider the advisability of forbidding flying machines from cruising just above towns and villages, seeing the amount of sickness that now prevails?

The existing Instructions on this point provide against flying being practised under conditions likely to cause any avoidable inconvenience or annoyance to inhabitants of towns or other centres of population.
