This Act, except Section ten, shall apply to Scotland with the substitution of the Board of Agriculture for Scotland for the Board of Agriculture and Fisheries.

Motion made, and Question proposed, "That the Clause stand part of the Bill."

This is the Clause which applies to Scotland with the exception of Section 10. That is the one with which we have recently been dealing, and I think part of Section 10 should apply to Scotland, namely, the words which regulate the conditions on which any stallion may be on any common. The Secretary for Scotland and the Law Officers for Scotland are not in their places to tell us why this particular part of Clause 10 has not been applied to Scotland. I do not object because it narrows the measure but because I think the law of the Crown has been defeated in this respect, and that these words ought to apply to Scotland.
