§ Mr. MACPHERSONGeneral Townshend is, it is understood, still interned near Constantinople. The exchange of prisoners of war with Turkey is based solely on grounds of health, and as no report has been received as to General 2335 Townshend's health being bad there appears to be nothing on which to base a representation to the Turkish Government.
