Mr. PENNEFATHERasked the Prime Minister whether he is aware that the Preamble to the Parliament Act, 1911, contained assurances as to future legislation which have never been acted upon, and, through having proved abortive, have led to much controversy and condemnation by certain prominent members of the War Cabinet and other Ministers of the Crown; and whether, in order to avoid similarly misleading Parliament and the people with regard to the future government of Ireland, care will be taken in drafting the forthcoming Home Rule Bill to dispense with any Preamble?
