§ The SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Balfour)Propaganda in enemy countries, as elsewhere, was carried out by the Foreign Office until February, 1917, when the present Government constituted a separate Department for the conduct of propaganda. This was named the Department of Information, and was directly responsible to the War Cabinet.
