§ Mr. CLYNESAll necessary preparations are being made for the rationing of bread and flour, should this become necessary. It has not, however, been decided to introduce rationing in respect of these foods, and it is hoped that if great care is 166 exercised and all waste avoided, the introduction of rationing may be avoided or long postponed.
