HC Deb 11 March 1918 vol 104 cc37-8
80. Colonel Sir F. HALL

asked the Attorney-General if, in view of the effect of recent rulings of the Prize Court that cargoes bound for neutral countries cannot be condemned on the ground that by their being obtained by such neutral countries it will be the means of releasing corresponding quantities of material or goods for export to enemy countries, steps are being taken to amend the existing Rules or Statutes governing questions of contraband of war?

The SOLICITOR - GENERAL (Sir Gordon Hewart)

I would point out that this is not a question of municipal but of international law. The propriety of an appeal against the decision to which reference is made is under consideration at the present time.

Sir F. HALL

Arising out of that answer, may I ask the Solicitor-General whether he thinks it advisable, and in the interest of this country, that the law should permit of the importation into Sweden of coconut oil and similar substances which are recognised and acknowledged to be manufactured into margarine for enemy countries?

Sir G. HEWART

No; on the contrary, my argument was to the opposite effect.
