HC Deb 11 March 1918 vol 104 cc33-4
48. Sir HENRY DALZIEL

asked the Prime Minister whether a Comptroller of Paper has been appointed, and, if so, what are his functions?

Sir A. STANLEY

The Prime Minister has asked me to answer this question. I have appointed a Controller of Paper, who will take over the functions of the Royal Commission on Paper in controlling the supply and distribution of paper and paper making materials.

Sir H. DALZIEL

Will he supersede the Royal Commission?

Sir A. STANLEY

Yes.

Sir H. DALZIEL

Does the Royal Commission cease to exist?

Sir A. STANLEY

Yes; but I am glad to say that its members have kindly consented to serve on an advisory committee to the Paper Controller.

Sir H. CRAIK

Will the Controller take over all the functions now exercised by other Ministries in commandeering paper?

Sir A. STANLEY

I think we shall be able to take steps with a view to making some arrangement whereby we can co-ordinate the demands of all Government Departments

Sir H. CRAIK

May I ask whether the Minister of Munitions will be subordinate to the Chief Commissioner of Paper with regard to the supply?

Sir A. STANLEY

I have consulted the Minister of Munitions, and he has agreed that the staff at the Ministry of Munitions engaged in dealing with paper matters for that Department shall be transferred to the Paper Controller.

Mr. BILLING

Can we have the name of the Paper Controller?

Mr. KENNEDY JONES

Will the right hon. Gentleman tell the House what experience this gentleman has had in connection with paper?

Sir A. STANLEY

The name of the Paper Controller is Mr. Henry A. Vernet.

Mr. JONES

What experience has he had?

Sir A. STANLEY

I am not aware he has had any previous experience.
