asked whether Mr. Lockhart is now in charge of British interests at Petrograd; and, if so, can his precise position and powers be defined?

Mr. BALFOUR

Mr. Lockhart was appointed as the representative of His Majesty's Embassy in Petrograd in maintaining informal relations with the de facto Government. The Embassy has been withdrawn, but Mr. Lockhart still retains his function.
