May I ask you, Mr. Speaker, in reference to the questions discussed yesterday and to be discussed to-day—which open up a very large new field on the Navy Estimates in connection with the Shipbuilding Votes— whether we will be allowed, as sometimes has been done in the past, to discuss general policy in the latter stage on Votes A and 1?

That is a question not so much for me as for the Chairman of Committees, but the rule is, and I have no reason to think that it will be departed from, that the general discussion on Votes A or 1 ranges over all topics presented in the Navy Estimates.
