asked the Secretary of State for Foreign Affairs whether His Majesty's Government is prepared to enter into contractual relations with the eighteen Allied States, engaging to submit all questions of dispute which may in future arise between the people of this country and the peoples of Allied countries to an arbitration Court for final settlement; and whether he can state what steps have been taken to initiate negotiations and discussions in regard to this subject?

I am much obliged to my hon. and gallant Friend for this suggestion, which shall be carefully considered. I am afraid I cannot say more at the present time.
