asked the Secretary of State for Foreign Affairs whether, in order to make relations with the Russian Government more easy and cordial, he will give an undertaking that there is no intention to ask the present Russian Government to refund the various amounts advanced by the British Government to Mr. Nabokoff and to other officials of the deposed Czar's Government, and that the advances made to the Russian Committee of the Commission Internationale de Ravitaillement will not be demanded from Russia by this country?

I see no advantage, at the present stage, in discussing the details of any financial settlement which may ultimately be made between this country and Russia.
