§ Sir G. CAVEMy right hon. Friend has asked me to reply to this question. I would refer the hon. Baronet to the reply given yesterday by the Chancellor of the Exchequer to the hon. Member for the St. Augustine's Division, which shows that we are taking steps in this direction.
