asked the Secretary of State for India how many commissions in the Imperial Army are to be granted to natives of India; and whether the proposal has received the approval of the Army Council and the military advisers of the Government?

Mr. MONTAGU

No actual number has been fixed. The proposals were formulated by the Commander-in-Chief in India and approved and recommended by the Government of India. The military members of the Army Council were not in agreement with the Government of India and their military advisers.
