Mr. BALFOURAs far as my information goes, the present Finnish Government are bent on securing the adoption of a monarchial Constitution. The Constitution which the Finns may think proper to adopt is no concern of ours. But we have repeatedly warned the Finnish Government of the ill consequences which must ensue if they allow their country to be dominated by German influence.
