asked the President of the Board of Trade whether the Commercial Department grants permission to aliens to purchase shares in British companies, notwithstanding the provisions of No. 30BB of the Defence of the Realm Regulations; if so, under what conditions and for what reasons such permission is granted; and whether an alien availing himself thereof is entitled to declare that he is not an alien by permission of the Board of Trade?

Permission to transfer shares in companies to which Regulation 30BB applies is not in general withheld by the Board of Trade except in cases where such transfer would involve material risk of the control of the company passing from British to alien hands. The answer to the last part of the question is in the negative.

May I show my right hon. Friend a transfer with a certificate from the Commissioners of the Board of Trade annexed, in which the transferee alleges he is not an alien by permission of the Board of Trade?
