§ The MINISTER of RECONSTRUCTION (Dr. Addison)The whole range of economic questions connected with mining royalties was exhaustively considered by a Royal Commission in 1891, and, as the hon. Member will be aware, the suggestion which he puts forward was not adopted by the Commission. There is no Committee at present engaged in considering the question of commutation.
