I beg to move, "That the Bill be now read a second time."

This is a short Bill of a suspensory character. Under the 15th Section of the Labourers (Ireland) Act, 1883, where land is required by a district council under compulsory powers, if building operations are not commenced within two years after requiring the land, the owner may require reconveyance and it has to be given back. Owing to the War, it has become necessary to have this suspensory Act to enable what would otherwise be a great injustice to the district councils.

Question put, and agreed to.

Bill accordingly read a second time.

Resolved, "That this House will immediately resolve itself into the Committee on the Bill."—[Colonel Gibbs.]

Bill accordingly considered in Committee, and reported, without Amendment; read the third time, and passed.

The remaining Orders were read, and postponed.
