asked the Minister of National Service whether the Local Government Board circular of 17th December, 1917 (R. 167) is recognised by him as being still in force; whether he has instructed, and will continue to instruct, the National Service representatives to observe and carry out the pledges and conditions therein contained with regard to one-man businesses; whether such instructions have been strictly adhered to up to the present time; and whether business hardship is still recog- nised as a ground of exemption in cases of sole proprietors of businesses who are in Grades 1 or 2, as specified in paragraph (c) of that circular?
