§ Mr. BONAR LAWAs the hon. Member is aware, no foreign loan may be floated in this country without the consent of the Treasury. Further, under the provisions of Defence of the Realm Regulations 41 D, no person resident in the United Kingdom may, without permission, make any remittance abroad for the purpose of subscribing to any loan or issue of capital outside the United Kingdom or of purchasing any stock, shares or other securities situate outside the United Kingdom.
