§ The PARLIAMENTARY SECRETARY to the BOARD of TRADE (Mr. Wardle)Arrangements are already in operation under which seamen discharged before a superintendent of a mercantile marine office may obtain, if their ship has been diverted by a naval or transport authority, a railway warrant to their usual port of discharge without payment; and any other seamen discharged before a superintendent of a. mercantile marine office may obtain railway tickets to enable them to travel to their home port at the old fare without the 50 per cent. increase.
