Mr. KINGasked the Secretary of State for Foreign Affairs whether this country and France will co-operate in the intention of the United States, which is going to send to Russia at the earliest opportunity a commission of merchants, agricultural experts, legal advisors, Red Cross representatives, and agents of the Young Men's Christian Association; and, if so, how soon these persons will be ready to start for Russia?
