asked the Under-Secretary of State for War whether it would be possible for our military authorities in Palestine to get into communication direct with the Turkish military authorities at Damascus to endeavour to arrange for the exchange of prisoners overland between Damascus and Jerusalem, in view of the delay in carrying out the Berne Agreement and the procedure entailed by negotiating through a neutral country and through neutral agents?

Mr. MACPHERSON

This proposal has already been referred to General Allenby, and he has replied that it is impossible.

Will the right hon. Gentleman say when the answer was given?

Mr. MACPHERSON

It was given in January of this year.
