asked the Secretary of State for Foreign Affairs whether an agreement has recently been concluded with the United States under which American citizens resident in the United Kingdom are required to serve either in the British or American forces; and whether the Government of the United States made any representations with a view to the exemption of American citizens resident in Ireland?

The Convention with the United States of America of 3rd June, which was laid before the House on 30th July, makes liable to military service American citizens in Great Britain. American citizens resident in Ireland are therefore not affected.
