asked the President of the Board of Trade how many licences have been granted to enable commercial transactions to be carried out with enemy subjects during the years 1914, 1915, 1916, 1917, and 1918, respectively; and whether any record is available showing the reasons of granting such licences?

As my right hon. Friend was informed in reply to his question on the 17th July, the Board of Trade are in communication with the various Departments concerned. The replies, however, are not complete, and I am therefore not yet in a position to let him know the result. I fear that in any case it will be difficult to furnish any information of value in a statistical form, owing to the varied nature of the cases dealt with.
