asked the Prime Minister if the outline of the reasonable peace terms, indicated by him recently at a dinner to the Canadian editors, is to be taken that unqualified territorial and material restitution by Germany to Russia and Roumania, involving the abrogation of the treaties of Brest Litovsk and Bucharest and subsequent economic arrangements made by Germany in those countries, will be an essential condition of such peace terms to which the Government would be prepared to recommend this country and the Imperial Dominions to give assent?
