Motion made, and Question proposed, "That, notwithstanding anything in Standing Order No. 15, the Lords Amendment to the Army (Annual) Bill may be considered before Eleven o'clock this day."—[Mr. Bonar Law.]

I should like to ask the Leader of the House whether he thinks it necessary to proceed to-night with the consideration of this Amendment? He will agree that it is not desirable to move such Motions if we can avoid it. It is quite possible that some hon. Member who knows that to-day is set aside for Supply may be interested in this Amendment and cannot be here. I would ask my right hon. Friend whether he can say in a word or two whether there is urgency in regard to this Motion, and, if there is not, I would appeal to him not to take it.

As a matter of fact, I agree with my right hon. Friend that we should not have such a Motion as this unless it be necessary. The Army (Annual) Bill must pass to-morrow or the Army comes to an end. I am told also that this Amendment is purely technical, and cannot be objected to by anyone.
