asked the Prime Minister whether, provided the Parliamentary representatives of Scotland of all parties, aided by the Secretary for Scotland, submit to the Government at an early date an agreed measure of self-government for Scotland on federal lines, the Government will grant facilities for the introduction and passing of such measure during the present Session?

48. Mr. JOHN

asked the Prime Minister whether, provided the Parliamentary representatives of Wales of all parties can submit to the Government at an early date an agreed measure of self-government for Wales on federal lines, the Government will grant facilities for the introduction and passing of such measure during the present Session of Parliament?

Mr. BONAR LAW

These questions are both hypothetical, and therefore impossible to answer.

Mr. HOGGE

Is the right hon. Gentleman aware that certain of his own colleagues are now in consultation, considering a Home Rule Bill for Ireland, and why in the case of these men is it a practical question, and in the case of Scotland or Wales a hypothetical question?

Mr. BONAR LAW

It will only become a practical question when a Bill is before the House.

Mr. WATT

Is it not the intention of the Government, in the case of the Home Rule Bill for Ireland, to make it lit in with the demands of Scotland and Wales?

It would be as well to wait until the Bill is introduced.

When will that be?

May I ask why not set up a Convention on the lines of the Irish Convention?
